Medical Cannabis Alliance of Illinois Campaign
Overview
In August 2013, Illinois’ Compassionate Use of Medical Cannabis Pilot Program Act became effective, but the benefits of the program were still unclear to key players, which created barriers to access. Morreale was brought in to work with leaders in Illinois’ newest industry to develop and execute a campaign that educated the medical community, policymakers and the press on the importance of medical cannabis.
Strategy
We identified a critical need for organization within the unstructured medical cannabis industry. We brought together key leaders and established the Medical Cannabis Alliance of Illinois (MCAI), uniting industry voices to enhance patient benefits. We supported the development of the Cannabis Patient Advocacy Coalition (CPAC), rallying support from influential organizations like the AIDS Foundation of Chicago to amplify patient voices. Our extensive outreach involved media placements, patient testimonials, and a petition campaign garnering support of over 50,000 residents successfully advocating for program expansion.

Results
Our strategic efforts, including rallies, a media tour and editorial endorsements helped shape the Illinois medical cannabis landscape. Campaign results were substantial and had a positive affect on patients statewide. MCAI became the largest Illinois medical cannabis association, composed of 39 leaders. The CPAC coalition included prominent groups such as the Epilepsy Foundation of Chicago, Illinois Women in Cannabis and Veterans for Compassionate Use. Key legislation was passed to add PTSD and terminal illness to the list of eligible conditions and to extend the medical cannabis program two years.
